HP Enterprise Modernizes Medicaid System for Kansas Department of Health

Hewlett Packard Enterprise announced that the Kansas Department of Health and Environment (KDHE), has selected HPE to upgrade the state’s Medicaid Management Information System (MMIS).
As part of the $215 million dollar contract, HPE will establish the Kansas Modular Medicaid System (KMMS) – a new high-tech foundation to assist the administration of Medicaid. Adopting a variety of HPE technologies, commercial off-the-shelf (COTS) software, and superior partner solutions from Cerner and SAS, HPE will strengthen the state’s ability to manage Medicaid policies and finances across disparate programs and agencies.
Medicaid – one of the largest healthcare payers in the United States – is undergoing a dramatic transformation due to federal mandate. The Department of Health and Human Services has issued new standards and conditions for Medicaid technology systems that must be met which include the use of a modular, flexible approach to systems development. Failure to meet the new criteria can result in the loss of federal funding for technological investments and improvement.
To comply with the new government criteria, HPE has designed KMMS to support modularity and a multi-vendor model that can operate seamlessly in traditional and hybrid IT environments. As a result, KDHE has future flexibility to add or swap modules without replacing the underlying infrastructure that powers the state’s Medicaid systems. This flexibility enables KDHE to more cost-effectively upgrade individual modules as business needs change without the added risk, expense, or potential disruption to reprocure the entire system.

The Kansas Modular Medicaid System is a major IT milestone for the state and is comprised of a variety of HPE technologies and services and key industry solutions. HPE will leverage HealtheIntentSM, Cerner’s system-agnostic, near real-time population health management platform designed to aggregate data from multiple sources into a single patient record. In addition, Cerner’s enterprise data warehouse solution, HealtheEDWSM will be deployed to provide insights and intelligence based on claims analysis, clinical and financial information across the state’s more than 400,000 Medicaid beneficiaries. These systems will enable Kansas to manage patient care and health outcomes to an optimal level.
